...Mr. Madison began war under pretext of the Orders in Council, but not for years after those orders were complained of. No. He began it at the moment it should be most serviceable to Bonaparte by occupying the attention of the English while the Emperor attacked Russia. The American war was as much an attack on the Emperor Alexander, as upon England, since its design was to assist "the child and champion of Jacobinism," in conquering Russia. The Orders in Council were complained of, but submitted to for years, until war on England could best assist the progress of the scourge of Europe. The Orders in Council were repeated before the hostilities by America were known in England, and even the opposition declared America should be satisfied. The cause of war vanished at its commencement, and yet America continued hostilities! Why? Because the real object was to assist Bonaparte in conquering Russia, and enslaving Europe...
Antwerp, August 7 -- The division of the fleet of the Scheidt has taken place on the 5th inst., between France and the high Allied powers. The latter have received as their share, viz. the Charlemagne, the Caesar, the Tilsit, the Auguste, the Dantzic, the Pultask, the Friedland, and the brig Sapeur. These vessels were immediately given up by the French and surrendered with all their tackle, &c. to the Commissioners of the Allies, who took possession of them in their name. Upon which the Orange flag was hoisted instead of the French on all the said vessels.
Vienna, August 14 -- It is no more to be doubted now, but that the Allied Powers will arrive in this city towards the middle of this month. Her Majesty, the Empress of Russia, is expected in this capital on the 10th of September., and the Emperor, her husband, as also H.M. the King of Prussia, both accompanied by numerous suites, between the 15th and 20th following.
The house where the French Ambassador and Prince Benevento are to reside, is already prepared for their reception.London, August 4
Lord Aberdeen goes to Vienna, to present the Order of the Garter to the Emperor of Austria. Lord Stewart is to be permanent Ambassador at that Court; while Lord Castlereagh manages the more weighty concerns in the Congress.
