TO THE FRENCH GENERALSDessau, April 24
The Commander of the Russian troops, and General of Cavalry, Count Wittgenstein, has received information that the French Generals have thought proper to cause persons to be arrested, or shot, because they displayed a faithful attachment to the sacred and just cause which we defend; Count Wittgenstein has therefore authorized me to declare to you and to call God to witness, that he will exercise the strictest retaliation on all French prisoners, the Generals, inferior officers, war commissioners, &c. who shall be responsible to him, with their lives, for the safety and property of the inhabitants of all the towns and provinces which have declared for the independence of Germany.
